This tutorial is my own creation and any resemblance to others is purely coincidental.  This tutorial was written for those with a working knowledge of PSP.  Please do not copy or claim as your own.  Anything you produce from this tutorial is yours to do what you wish for personal use only.  No profit is to be made from your results.

Materials Needed:

PSP X or any version should work Plugins: MuRa's Meister - Copies
Lokas Software - 3D Shadow for text
Eye Candy 5 - Textures
Font Used:  Maximum Security
A tube of your choice.  I used the awesome artwork of Ed Mironiuk which you can purchase at Creative Design Outlet. You must have a license to use this art.
Forum style mask - I used my own mask which is below if you'd like to snag it.

Open your tube - duplicate and close original.
Open a new transparent image 600 x 250 - Flood fill with a dark color from your tube,
I used #272727.
Copy & Paste tube as new layer - move to the right side of your tag - resize tube if needed.
Duplicate & Mirror tube.
On one of the copies apply MuRa's Meister Copies - Wallpaper (rotate) with default settings.
Adjust - Blur - Radial Blur with these settings;

 Set blend mode to Multiply.
Add a new raster layer and flood fill with a light to medium color from your tube
I used  #574c60
Apply forum style mask - merge group - set blend mode to Luminance and Opacity 50.
Close your remaining tube layer then merge all layers visible.
Grab your magic wand using these settings:
Activate bottom layer - click on three of the lighter colored stripes - go to Selections - Modify & Select Similar.  Now go to Effects - Edge Effects - Enhance.  Selections - Select None.
Open your tube layer and add some drop shadow to it.
Crop Image - Merged Opaque
Add a new raster layer - make sure it's top layer. Flood fill with a color from your tag.
I used  #5a6571.
Select All - Modify - Contract by 2 - hit delete key once.
Keep selected.
Flood fill with another color from your tag. I used #94615e.
Select All - Modify - Contract by 2 - hit delete key once.
Repeat with the same color as your first border layer.  You will have 3 thin borders on one layer in alternating colors.
Add drop shadow V/H 1, Opacity 100, Blur 0, black repeat drop shadow but set V/H to -1.
Merge all layers visible.
Type the text you want on the tag - I did Heartbreaker with Maximum Security font.
Apply Lokas Software 3D Shadow with these settings.

 Apply Effect - 3d  Effects - Drop Shadow V/H 2, Opacity 100, Blur 0, black - repeat with V/H -2
With your Preset Shapes tool - draw out a heart shape
Select All - Selection Float & Defloat
Apply Eye Candy 5 - Textures - Diamond Plate with default settings except for Basic tab which I changed to this:

Add drop shadow to the heart and position it below your text - see tag above.
Merge all layers visible
Add © copyright info and license number.
  To make the avatar:

Duplicate your main tag and use the copy to make your avatar.
Crop the portion of the tube you want to use as the avatar - crop size 150 x 150.
When satisfied with your cropping, add the same bordering we did for the forum tag.

Add copyright info and license number.

Add initial or text and merge all visible.

Here is another example made by Angel.

I hope you enjoyed this tut!
